The watershed area includes physical and hydrological natural and human resources. Management of a watershed thus entails the rational utilisation of land and water resources for optimum production but with minimum hazard to natural and human resources. Therefore, watershed management is the process of guiding and organising land use and using other resources in a watershed to provide desired goods and services without adversely affecting soil and water resources. Prime Minister Krishi Sinchayee Yojana (Watershed Development Component), abbreviated PMKSY-WDC, is a modified programme of the erstwhile Integrated Watershed Management Programme (IWMP) of the Department of Land Resources. The main objectives of the PMKSY-WDC are to restore the ecological balance by harnessing, conserving and developing degraded natural resources such as soil, vegetative cover and water. The outcomes are soil erosion prevention, natural vegetation regeneration, rainwater harvesting and recharging the groundwater table. This enables multi-cropping and the introduction of diverse agro-based activities, which help to provide sustainable livelihoods to the people residing in the watershed area. (Programme Details | Department of Land Resources | Ministry of Rural Development | Govt. of India, n.d.) One of the features of PMKSY-WDC was to set up Dedicated Institutions with multidisciplinary experts at the State level - State Level Nodal Agency (SLNA), District level -Watershed Cell cum Data Centre (WCDC), Project level - Project Implementing Agency (PIA) and Village level - Watershed Committee (WC). The PMKSY-WDC 2.0 was launched in January 2021 with a vision to accelerate the economic growth rate of rainfed areas agriculture. At the watershed level, the development plan shall be guided by the need to achieve a higher income for farmers, expanded livelihood options for the 6 landless, equity in the distribution of benefits, and community ownership and management.
