Abstract
As told to us the biggest problem lied within the in house organization communication where there was no robust mechanism to communicate the high command orders to people working on the ground level. This led to confusion in the organization as people were working without direction sometimes, many training centres were not able to function properly as there was no mechanism where instructions from high command can be effectively communicated to the concerned people. These problems were recognized after we had interviews with both the high command officials and people working on the ground level. It was found out that there was no fixed modus operandi to communicate official and unofficial orders which led to lack of credibility and accountability.
